【摘要】:ThisPublishedDocumentdiscussestheEuropeanUnion(EU)andUnitedKingdom(UK)legislationintendedtominimizetheriskoffireandexplosionintheprocessindustries.Itprovidesacomprehensiveguidetothestandards,draftstandardsandotherdocumentsthatcontainthetechnical,practicalandorganizationalinformationtoensurecompliancewithEUDirectivesandUKregulations.Thislegislationspecifiesariskassessmentapproachtodealingwithfireandexplosionhazards,sotheproceduresadoptedinperformingariskassessmentareusedinthisdocumentasaframeworkwithwhichtoguidethereadertotheinformationrequiredtopreparetheassessment.Thefireandexplosionhazardscoveredinthiscodearisefromuseintheworkplaceofdangeroussubstances,asdefinedintheDangerousSubstancesandExplosiveAtmospheresRegulations(DSEAR)[1],andcombustiblesubstancesthatdonotfallundertheDSEARdefinitionofDangerousSubstancesbutwhicharecapableofburningandthusparticipatinginafire.NOTE1Fireandexplosionhazardsfallintotwotypesintheprocessindustries;thoseassociatedwiththeuseofdangeroussubstancesandtheoperationofequipmentinexplosiveatmospheres,andthoseassociatedwithchemicalreactionhazardsanduncontrolledexothermicreactionsanddecompositions.ThisPublishedDocumentconcentratesonthefirstofthesefireandexplosionhazards.Thesecond,althoughpartofDSEAR[1],isnotthesubjectofstandards,butneedstobeconsideredintheoverallriskassessment.Althoughsuchtopicsarenotcomprehensivelycoveredinthiscode,somefurtherreadingislistedinthebibliography.ThisPublishedDocumentisnotapplicabletotheoffshoreindustryortotheminingindustry.Itisnotapplicabletooxidizingsubstancesorpreparations,ortosubstancesthatareusedormanufacturedsolelyfortheirexplosiveproperties.NOTE2Somefurtherreadingonsuchsubstancesandpreparationsislistedinthebibliography.NOTE3ThisPublishedDocumentrefersonlytostandardsorothertypesofdocumentthatarepublishedbyrecognizedstandardsbodies.Somefireandexplosionhazards,chemicalreactionhazards,forexample,arenotthesubjectofstandards,butneedtobeconsideredintheoverallriskassessment.Althoughsuchtopicsarenotcomprehensivelycoveredinthiscodesomefurtherreadingislistedinthebibliography.
